[Dxspider-support] Self-Spot

In the PA QSO Party self-spotting is encouraged and N1MM logger now has a
way of sending a sef-spot every 10 minutes when running on a frequency.
Observation: I noticed my sefl-spot was not getting sent out every 10
minutes and the node would report "duplicate". Question: can the re-spot
time be adjusted within my node to allow spots every 10 minutes?
