Why do you need new partners if you only changed the IP address.  As the 
IP address is updated your/their connect scripts will continue to work. 
Now if you changed host name any peer that connects to you by host name 
would need to modify their connect scripts to reflect the new host name. 
But you shouldn't need more node peers.
