The reality is I'm not making a huge assumption, I'd say a small assumption about DXSpider nodes. There are archaic nodes on the Master branch that are using PC92.
Dirk has dated the set/wantpc9x and unset/wantpc9x commands to 2007. Some water has passed since then.
The one who knows the protocol very well is Dirk, and he can tell you how to activate/deactivate it.
With stat/route <node> you can see variables like these:

No, I don't know of any document that defines the PC92 protocol, but there is always reverse engineering.

You are making one big assumption that everyone runs DXSpider can configure PC92 on/off. I run CC Cluster, which is a more or less black box with very little configuration options. I would guess that other node ops either can't or don't know how to change the setting.
Is there a published protocol with full syntax for all cluster packet types?

It should remain internal and not advertised/visible to the rest of the network and is not possible to connect to it from the internet.
