[Dxspider-support] BadIPs on PC92

Ignore my version of the update_ip.pl script. Looks like Kin had already
fixed this and I didn't have an updated version. There are some versions of
crontab entries floating around the list with the wrong github links to
download update_ip.pl. Had to fix that to get the correct file as the cron
entry was failing to download the latest.
