I did say "in some ways" such as (x)inetd listening on privileged telnet port 23 and spawning client as user sysop, not root.

Yes, I agree that it should not be used anymore. RHEL 9 (and Rocky 9) removed it from the distribution and it must be installed via rpm or built from source.
