[Dxspider-support] RBN minqual setting

I have found the reason - bug maybe - why I wasn't getting RBN spots.

 

I had $RBN::minqual set at 3.   This has always worked until the latest
series of updates.

 

Changing $RBN::minqual back to 1 and I am getting the skimmer stream again.

 

Maybe something in the duping code messed this up.
