One data point to review over time and understand user preferences is the Telnet selection screen in N1MM that shows number of user connections and the percentage of time the connections were successful (VE7CC has 43K connections):
Obviously this data is biased towards contesters, but does represent a large sample of users.

So here is each sysop's choice. As some servers do not identify the
login of their users, and thus their spots are not validated as coming
from a valid server -> user -> spot chain, choose:
- Accept non properly authenticaded but valid spots, AND accept all fake
spots, or,
- Reject some valid spots because its uncompleted validation chain AND
reject all the fake spots.
This election will be later evaluated by the users, who will decide
either it is better having fewer spots, but all valid, or a lot of fake
