Ok, I have tested this at an other cluster (with the newest software).

rej/spot 1 info {ft[48]}
acc/spot 2 on hf and ( by_zone 14,15,16 or call_zone 14,15,16)

sh/spots
DL3AMI : spots
 filter1 reject info {ft[48]}
 filter2 accept on hf and ( by_zone 14,15,16 or call_zone 14,15,16 )

the same (bad) result:
