I am not sure if I understood this ok, so my questions are:
Are you talking only about "base" call-signs, that is, not having the 
different -SSIDs variations?

As far as I know a "base call-sign variation", say WP4/EA2CW/P, 
EA2CW/EA3, etc. cannot already be used as a login user id at a dx-spider 
node (they can be used at other node types/softwares tough).

Are you saying that this limit should be applied not only to the number 
of simultaneous connections a user can do, but also to the maximum 
number of connections of a node could have?

(By the way, I think that would be a great idea! I always thought that 
it is not possible to correctly administrate a large number of partners 
without leaving holes behind)
