sysops not liking self-spotting. <br>

As it's getting near to contest time, I am holding off any more updates that
alter the main code so you will have to set $<a href="Spot::minselfspotqrg">Spot::minselfspotqrg</a>
= <strong>0 </strong>if that's what you want to allow on your node. This only
affects <u>locally</u> connected users, not any incoming spots. <br>
