[Dxspider-support] unable to receive bulletin messages

After changing to Perl 5.6, latest CVS, and connecting to an ARCluster
node for the first time, i.e. after doing my best to break something, I
find that K9USA is not able to receive bulletins from connected ARCluster
node W9ZRX. A private message from W9ZRX to K9USA was received without any
trouble. Here are two log snippets. The first one summarizes the activity
associated with the first message that W9ZRX tried to send after K9USA was
started and then connected to 'ZRX. The second snippet summarizes the
second attempt to send a bulletin. Note that the "chomp" error message
only occurs the first time.

After this, W9ZRX gives up again. Subsequent tries produce a pattern like
this second one, i.e. the "chomp" error message appeared in the log only
after the first try following the connect.
