[Dxspider-support] Localhost failure

Can someone remind me of the solution for the recently
reported failure to run of Spider due to inability to create
a socket for localhost.

Saw this error reported recently but ignored it as I didn't
have a problem with build 57.098. It failed today with this
very situation AFTER I had cleaned out old messages on this
topic.
