[Dxspider-support] SH/Reg SH/Lockout etc.

Sh/reg, sh/isolate, sh/node all have ceased to work. I will be fixing
this RSN. However, the set and unset functions should still work and you
should be able to see whether a particular callsign has one of these
flags using 'stat/user <call>'
