[Dxspider-support] cvs update

[Dirk Koopman]

Delete /spider/cmd/announce.pl and do it again (unless, of course, you
have modified announce.pl in the standard directory (smacked bottom), in
which case you need to move that version to /spider/local_cmd/ instead).
