The main reason the lock file is there so more than one copy of the 
application can not be started at the same time.  If you exit the 
program correctly the lock file is deleted.  The next time you start 
there is no problem.  If you exit the program incorrectly then the new 
occurrence will fail because it thinks it is already running.  The way 
to fix it is to delete the old lock file.
