Generally, if you see files in /spider/perl change then you should
restart. 

Sometimes this may be forced onto you because a change I have made in a
command uses a new feature not present - and then it will restart
anyway.

If files in other places change and there are no changes in /spider/perl
then no restart is required. 

If any of the following files change then you can make them available
immediately by running the appropriate load command:

Aliases - load/alias
prefix_data.pl - load/prefix
Messages - load/message

USDB database - load/usdb

Any commands in the /spider/cmd tree are automatically reloaded without
any intervention.
