[Dxspider-support] WWV broadcasts

There is quite an important change in the way WWV (PC23) broadcasts are
dealt with in the code.

In summary: 

The old way was that the first new WWV would be accepted and passed on
and the rest ignored *and* also dropped. 

The new way is the same as the old way except that the other WWV
broadcasts are passed on, instead of dropped. 

In other words the same as for DX Spots.

The filtering for WWV spots now work properly as per the help pages.

Please consider upgrading from CVS soon - it will require a restart.
