[Dxspider-support] Update Kepler data

I tried this last night but it crashed my node which is running on WinXP.

I could run the commands manually (with a little help from Perl) and 
got the Keps updated.

Can someone please translate this syntax so it runs on a Windows installation:

- do I need to specify the full path to wget?
- Is the output directory specified correctly?
- do I need to preface the 2nd line with a call to the Perl executable?
