This post landed after a remote support session.  Thanks to Dirk, the 
problem has been fully resolved and the system is in 'load testing' mode 
on a hard-working PC which really should be well into its retirement....

For those curious, it entailed a mix of file permissions and minor odds 
'n' ends typically summarised as 'local configuration issues'.
