[Dxspider-support] Talk command

Hello,

A user at PI4TUE-8 (version 1.54 (build 0.102) pointed out a strange 
behaviour compared to a few weeks ago. He sent a talk to a not-connected
user and got back a normal prompt as if the talk was succesfully delivered.

I just did the following:

t pa3xxl hello
PC5A de PI5EHV-8 1821Z >
----

I know pa3xxl is non existent and has never logged in anywhere on the 
cluster network. Then I did this to verify this:

sh/st pa3xxl
*** User record for PA3XXL not found ***
----

Is this new behaviour normal?
