[Dxspider-support] Time Change fix for Win98

Running Windows XP home here and no problen switching to Daylight Savings 
Time at all.
Running DX-spider and AR cluster software.
PC time is set to local (UTC - 1)

I personally would NOT install a fix to Windows that I downloaded from a
third-party.  Who knows what it actually does, what kind of virus or trojan 
may
be embedded in it.

Surely there is somewhere on microsoft.com that you can download the fix...
