I would normally agree. However, the site I referred to is a well known IT
Admin site that sells IT software it produces. It happens to give out a few
tools (with source) and this was one of them.
If you are worried about running an unknown program, here's a site that has
a registry file that you can look at and manually make all the registry
changes:

Just open it up with Notepad and look at it. It's very obvious that all the
changes are time zone related. After looking at it, you can manually key in
the 698 lines into your registry or follow the instructions on the website
to run it and install the changes in your registry.

Nope. Microsoft no longer supports Win98 and does not have a fix (I'm an
MSDN member and asked). They only have fixes for Win Server 2003, XP, and
Vista.
