One way to send DX spots as UI frames would be to use M0CYP's UIDX Bridge available at http://www.apritch.myby.co.uk/uidx.htm

You can connect the AGW Engine on any pc into your
intranet or even on the internet. You have to supply ip and port.
On the second question I think you can not tx UI frame
or it has been a late change.
