[Dxspider-support] DX Bulletins

Thanks, Joe.  But I'm not exactly sure how to configure the connection for
bulletins.

Would be great to know 'how bulletins get into the system' in the first
place.  That is - if I wanted to put the bulletins in there myself, how
would I do that?
