[Dxspider-support] Simple Filter Question

HNY All

I'm working on a filter issue for a user.

Shouldn't the following:

reject/spots 1 not by_state pa,de,md,ky,va,tn,nc,sc,al,ga,fl

Only show spots originating from those states or do I have to add
something else?  I'm testing it now, but I am getting spots from
outside those states (like VE3).

That is the only filter in play.
