I can see the same issue in that KJ6CAV is not shown as being in Hawaii
after downloading the new cty.dat file.
This is actually the same for a number of KJ6 stations shown in the cty.dat
file as exceptions so I think this is probably not a new issue, just a newly
noticed issue.

Looking more closely, the prefix_data.pl file is correctly created and the
file does show KJ6CAV as being in Hawaii - and the same for the others eg
KJ6CPN, KJ6CQT

So it looks to me as if the load/prefix command is not updating the cluster
even though it does give "Operation Successful"

Anybody else seeing this
