[Dxspider-support] CTY-3111 Country Files - 04 May 2021

UC3 is European Russia.
EU1YL had UC3AB back in early 90s. That prefix were belonged to 
Belosrussian SSR in times when USSR was existed.

Now UA-UI1-7 is European Russia and UA-UI8-0 Asiatic Russia.
