Hello All!
In residential internet connections in Uruguay, the the ISP closes a session
every
12 hours, granting a new IP in each session.
If the modem is turned off, the IP is also changed.
I think that a database with 5 IPs per user is not a good method for ip
dynamically granted by ISP.

Maybe we can limit the number of different IPs that the user can spot from
to e.g. 5 per month. And it would be tracked in the network, not only on one
node. Sort of autogenerating filter list.
