[Dxspider-support] Dx-World and DxCluster

Considerations

Do we have any idea how many users out of the total are abusing the
dxcluster? 
I think it might be a few % if not less. Are we going to burden 99% of
users with 2FA login etc...? + all software that needs to be adjusted.
The calf grows larger than the cow. 
In addition, I think that at least half of all abusers are also
"normal" radio amateurs, so they will be in the network anyway. 

Wouldn't it be more effective to develop the right tools and actively
track down the abusers and take measures there? 
I think the badip. badspotter, baddx badword tools are good, only we
need to make a global database of them and distribute them faster over
the dxclusters.
