[Dxspider-support] [sysops] Poll to determine what default self spotting option we want.

Among the 424 contests supported by the DXLog contest logger, 29 contests
currently allow self spotting.
Among them are all ARRL contests and a fair share of the US state QSO
parties.

I have no problem if individual node operators want to block certain spots
for religious, political, or ideological
reasons but I cannot see how the default handling of self spots could be
determined by a poll. Self spots are a fact.
