[Dxspider-support] New set/update_ip

Hi all,

I've updated the update_ip.pl command.
It now allows you to add local IP addresses and has been moved to the
local_cmd/set directory.
The new command will run as: set/update_ip to normalize.
When you run it, you'll see something like this:

set/update_ip 192.168.1.10 172.18.0.4
set/var $main::localhost_alias_ipv4 = '111.22.33.44'
set/var @main::localhost_names qw(127.0.0.1 ::1 172.18.0.3 192.168.1.10
172.18.0.4)
