In that case, you ask the webcluster owners to change their backend and do
some extra code to sent extra info.
I think they have more than enough work to keep it up to date. And they
already have a verified user list, so we know that all the spots sent from
those webclusters are legit.
So with that whitelist we can solve the problems that we have now, (that is
dropping all webcluster spots), and everyone will be happy again.
