[Dxspider-support] Rate limits

Here’s an idea that I am exploring:

1/ Create a cluster for clusters that only does PC61 packet shaping.
2/ Clusters connect to the server just like any other partner.
3/ The server first normalizes all spotters by removing SSIDs. N2WQ-1,5,63, etc. get converted to N2WQ.
4/ Next the server analyzes each normalized PC61 packet and decides whether or not to drop it based on rates per spotter, IP, FX, hops count, etc.
5/ If the normalized PC61 packet is determined to be good, send it to all connected clients.

That’s it, only providing foundational cluster to cluster service with no support for users.
