[Dxspider-support] Rate limits

Realistic suggestions for which fields to rate limit (spotter, node, IP
address etc) and some suggestions for values.
Bear in mind that these values should be set once per node and won't
vary on the environment (eg normal day to day -> CQWW). Because having a
whole set of different ones all over the network will erm... cause
confusion as to why some nodes get some spots and others not and will
vary on local traffic levels ...
