Ok, let us get some things straight about AX25:-

1. A UI frame is an unconnected I frame. Therefore is not really very
different
to an I frame in a connected circuit. 

2. There have been a number of UI based protocols out used out there
(including one I designed 15 years ago), more modern examples include
APRS. 

3. A simple point to point protocol could easily be devised. I would
argue it might even be more channel friendly than standard connected
mode. This could mix with broadcast traffic.

4. Any UI based protocol would need some specialised client support (at
least to sort out the broadcast from the point to point traffic). One
would have to do the protocol part in a component of some sort and it
should allow more than one interface type (eg KISS or AGW). 

5. I don't have time to do it.
