[Dxspider-support] Update Kepler data

Hi,

The problem with the celestrack file was that you should use the "-p"
option of the convkeps.pl script. so now you will get something like
this:
00 05 * * 1,3,5 spawn("wget -qN
http://celestrak.com/NORAD/elements/amateur.txt  -P /spider/local")
02 05 * * 1,3,5 spawn("/spider/perl/convkeps.pl -p /spider/local/amateur.txt")
04 05 * * 1,3,5 run_cmd("load/keps")
