Your method only works if ALL clusters do what you are proposing.  

With the Internet, a user can connect to any one of several hundred
clusters..  The user can keep trying until he finds one that does not
require registration.  Then he can spot whatever he wants, using
whatever call he wants.  When he does that, your cluster will pass along
any of these spots.
