[Dxspider-support] /LH suffix in callsign resolved as NORWAY

The reciprocal agreement between US and Canada requires that the
operator use a "portable" or SUFFIX of the country rather than a prefix.
This is in direct conflict with IARU rules that say to use a prefix, but
it was adopted LONG ago before there were standards.
