Historically, there is only one filter slot for each type of thing 
(spot, announce etc). When a user creates or alters a filter themselves, 
it is immediately active. Unfortunately, it was considered "too 
difficult" to trawl _reliably_ through node channels making sure that 
correct filter loads were set globally for alll nodes correctly with the 
self-defined filters taking precedence over the node_defaults. The 
argument being that the need for it was so rare as it wasn't a problem.

But all that is changing. There will now be two slots per thing, one for 
the default and one for the user. The default will probably take 
precedence over the user [still thought in progress].
