[Dxspider-support] Missing PC92 packets

This is now optional and I will default it to 1 in the next release.

Updated DXSpider nodes no longer send PC92 C records to CCClusters. It's 
possible that I will not send PC92 A & D records to him either, but I 
will need to confer whether or he wants them. At one point (some time 
ago) I believe that he said that he dumps them.
